Motors not responding to throttle

Build:
Pixhawk 6c
Tarot TL68P07 380KV Motors
40A RCElectric Parts ESC
FrSky Taranis X9 Lite
FrSky Access 900MHz Long Range R9M Lite Pro Module
FrSky R9 SX Long Receiver

The issue I am having is that when the controller is throttled the motors do not activate until past the halfway point then they spin up really fast. I have calibrated all sensors and ESC and have calibrated the controller and radio on QGroundControl.

Any help is appreciated!

Update: I just individually tested the motors without the pixhawk and they work as expected, the motors start and stop the whole range of motion. I guess the issue is now the pixhawk and why is it that when you plug the motors into it they have a throttle issue.

I enabled the actuators tab on qgroundcontrol and the motors are not starting at all now. The ESCs go into throttle range calibration programming mode.
