Unable to tune PID

i have been trying to tune my PIDs on my quad for a couple of days but i cant get it stable the quad overshoots everytime. im wondering if it may be due to the size of my props and motors

its on a dji450 frame with 550 aluminum arms
tmotor antigravity mn4006-23 motors and 15x5r tmotor props
a genuine 3dr px4

any suggestions

i had to minimize the picth angle from 45 to 28 deg and raise the integral to 2.68 in order to calm it down

i feel this is just a patch over a larger issue

any ideas
