COM_POSCTL_NAVL does not working as said in parameters description

I’m using PX4 v1.13.3 with Holybro 6X autopilot.

In parameters reference its written that if COM_POSCTL_NAVL parameters setted to Manual/Altitude when the plane lost navigation accuracy it will change mode to Manual/Altitude if there is an RC or Joystick connection. I test it with with disconnecting GPS antenna in real flight but in every try it change mode to LAND. Any idea about that? Maybe I’m missing something.
