PX4 1.8.1 take off and land without GPS

Hey guys, I am trying to take off and land my drone in my room without using GPS, but only using Local NED.

I can’t seem to change the mode to off board using vehicle.mode = VehicleMode(“OFFBOARD”).
As far as I understand and from the other posts I have read, the solution is to first go into Guided enabled (which I tried but pixhawk keeps rejecting it.)

Can you please let me know what steps I should follow.
Also, I am trying to code in python.
