How to limit the maxium velocity when stabilized mode or position mode?

I try to modify the mpc_xy_vel_mx and z_vel_max paraments to limit the maxium speed. But it was raining during the last 15 days so I can only try stabilized mode indoor , the flight viewer shows the maxium speed is higher than what I set.Does it mean the two paraments only work in the position mode or offboard mode?
