APSync + video processing

I designed a quadcopter using pixhawk platform.

Now my challenge is to perform video processing (like track people) autonomously.

I understand that by using APSync I can have a downlink of video and telemetry from the quad, but can I build a function in python for example (openCV), that will send commands to the pixhawk?

How can I do it? can I do it while using APSync?
